county, within each ZIP Code, Plus 2, based on the number of Plus 4 records in each ZIP Code, Plus 2.
By U.S. Postal Service rules, ZIP Sectors (Plus 2's) should never cross county lines but some do.
Having accurate data of this type is vital in complying with sales tax rules while providing maximum legal savings.
